Texas banker Hooper testifies before Congress on challenges and opportunities

The U.S. House Committee on Small Business, led by Texas Congressman Roger Williams (R-Fort Worth), held a hearing titled “Driving Economic Growth: SBA Lending Programs and the Vital Role of Community Banks.” Among the key witnesses was Justin Hooper, CEO and Chairman of First Financial Bank in Weatherford.

Hooper emphasized the benefits of Small Business Administration (SBA) programs in helping banks provide loans for startups, business acquisitions, and expansion efforts. However, he pointed out that some SBA programs are “cumbersome” and need improvement. He also noted that regulatory compliance and staffing costs have doubled in just four years, making it increasingly difficult for community banks to serve small businesses.

“This trend will be difficult to navigate over the next five to ten years unless something is done to lower the regulatory burden,” Hooper stated in his remarks.
